Amends section 28-6713 to change bidding threshold requirements for county highway construction, reconstruction, and maintenance services from amounts adjusted annually by GDP price deflator to a fixed amount of $25,000 including materials and equipment.

Modifies section 32-1121 to limit licensing exemptions for authorized representatives of counties, cities, and towns to only construction or maintenance service projects that do not exceed the bidding limits prescribed in sections 28-6713 or 34-201.

Amends section 34-201 to change the bidding threshold for street, road, bridge, water, and sewer work performed by public agencies from amounts adjusted annually by GDP price deflator to a fixed amount of $25,000 including materials and equipment.

Applies the $25,000 fixed threshold to both county and municipal construction projects for roads, streets, bridges, and water/sewer infrastructure, replacing the prior practice of annual inflation adjustments.
