Prohibits household goods movers from refusing to deliver or unload household goods or enforcing carrier's liens against consumers for intrastate moves, except when consumers fail to pay the total estimated price agreed upon in the contract.

Requires household goods movers to provide consumers with a signed disclaimer stating that movers may refuse unloading until full payment is received and that consumers can cancel before services begin.

Mandates that any additional services requested by consumers beyond the original contract must receive written acknowledgment of fees before performance, and prohibits movers from refusing delivery to collect payment for additional services.

Defines unlawful practices including inaccurate advertisements about insurance coverage and fees, with violations subject to enforcement by the attorney general and other civil or criminal remedies; prohibits waiving any protections provided in the article.
