Establishes a voluntary Arizona emissions bank administered by the Department of Environmental Quality for registering, transferring, and using emission reduction credits.

Expands eligibility for emission reduction credits to include the state, political subdivisions, and any person that reduces qualifying emissions (not just permitted sources), provided reductions are permanent, quantifiable, surplus, real, and enforceable.

Requires the department to adopt rules establishing criteria for certifying emission reduction credits and setting fee systems to cover administration costs, with consideration given to impacts on the commercial trucking industry.

Emission reduction credits do not expire unless voluntarily retired and must be identified in the state implementation plan, with ownership protections preventing reduction or withdrawal without owner permission.

Prohibits the state and political subdivisions from establishing new or more stringent emissions regulations than provided in existing law for stationary or mobile sources.
