Establishes the abandoned vehicle administration fund and requires 20% of abandoned vehicle fees be deposited into it before distribution to the state highway fund.

Creates a monthly payment system through the department to reimburse registered towing companies for removing abandoned vehicles from public lands at 20% of collected fees.

Expands protections for vehicle owners by clarifying release procedures, establishing proof-of-ownership requirements for abandoned vehicles, and protecting renters/lessees from vehicle removal unless there is evidence of abandonment beyond expired registration alone.
