Prohibits individuals from submitting certification applications to the Arizona State Board of Education for five years if they surrender a certificate or have it revoked for immoral or unprofessional conduct.

Allows the State Board of Education to deny certification applications on grounds of immoral or unprofessional conduct and specify a prohibition period of up to five years, unless the applicant provides additional information not previously considered.

Prohibits individuals with certificates revoked under section 15-550 from ever applying for certification with the State Board of Education.

Treats final adjudications or judgments from other jurisdictions finding immoral or unprofessional conduct as equivalent to such conduct in Arizona for disciplinary purposes.

Authorizes the State Board of Education to revoke Arizona certificates when notified of revocation in another jurisdiction, with the person having the right to request a hearing to contest the revocation.
