Requires districts using alternative evaluation cycles to adopt expedited performance review policies for years when formal evaluations are not conducted.

Maintains requirement for at least one classroom observation per year for teachers not on alternative cycles, with observations separated by at least 60 calendar days and written feedback provided within 10 business days.

Prohibits transfers of teachers designated in the lowest performance classifications for 2 consecutive years unless the district has issued a preliminary notice of inadequacy and approved a performance improvement plan.

Requires school districts to consider the distribution of teachers across performance classifications when establishing policies for teacher transfers between schools.
