Directs the Arizona Department of Transportation director to establish an electronic certificate of title system by January 1, 2023 at the latest, replacing paper documents for newly issued, transferred, and corrected vehicle titles.

Requires the director to notify authorized third party electronic service providers and partners about the system's establishment and implementation.

Modifies requirements for third party electronic service providers and partners, including a requirement that the department make reasonable efforts to authorize multiple providers and partners.

Prohibits government entities from being authorized as third party electronic service providers or third party electronic service partners.

Clarifies that the electronic title system does not apply to certificates of title for mobile homes.
