Amends Arizona Revised Statutes Section 28-4139 to change civil penalties for displaying a license plate when registration or the plate has been suspended under this article.

Changes the penalty from a fixed amount of "not less than two hundred fifty dollars" to "an amount to be determined by the court," giving courts discretion in setting penalties.

Requires courts to impose the penalty in addition to any other penalties under this article and mandates confiscation of suspended license plates at the time of citation.

Directs all penalties collected under this section to be paid to the general fund of the state agency or political subdivision of the citing officer.

Requires the Department of Motor Vehicles to provide information on suspended license plates to law enforcement agencies.
