Allows fire districts with fewer than 4,000 inhabitants to have either a 3 or 5-member board, and requires a 5-member board for districts with 4,000 or more inhabitants.

Permits districts with populations exceeding 50,000 inhabitants to expand to a 7-member board by majority vote of the district board.

Changes the timing requirement for board of supervisors determination of population increases from "prior to" to "before" 120 days before the next regular scheduled election.

Clarifies that if a district board cannot form a quorum, the board of supervisors may appoint an administrator with the same duties and obligations as the elected board until the next election.

Adds requirement that fire district board members and fire chiefs complete professional development training within one year of election or hiring, with nonfeasance in office penalties for non-compliance.
