Amends Arizona Revised Statutes Section 16-204 to establish consolidated election dates as a matter of statewide concern to increase voter participation and reduce taxpayer costs.

Beginning in 2014, candidate elections for political subdivisions may only be held in even-numbered years on either the tenth Tuesday before the first Tuesday after the first Monday in November, or the first Tuesday after the first Monday in November.

Non-candidate elections (including recall and special vacancy elections) may be held on the second Tuesday in March, third Tuesday in May, the tenth Tuesday before the first Tuesday after the first Monday in November, or the first Tuesday after the first Monday in November.

Prohibits cities and towns from contracting with county recorders to administer candidate elections if held on dates other than those prescribed, or if held in odd-numbered years.

Defines "political subdivision" as any governmental entity operating under state authority with an elected body, including cities, towns, counties, school districts, and community college districts, but excluding special taxing districts.
