Amends Arizona Revised Statutes section 46-294 to increase the cash assistance time limit from 12 months to 18 months for heads of household and their spouses.

Extends the 18-month limit to ineligible parents receiving cash assistance on behalf of eligible dependent children and to adult nonparent relative heads of household in the same circumstances.

Applies the new time limit retroactively to all cash assistance received on or after October 1, 2002, regardless of whether months are consecutive.

Maintains existing exemptions including child-only cases, assistance units on Indian reservations with unemployment exceeding 50 percent, and partial assistance grants.

Implements the new 18-month limit effective September 1, 2017, replacing the previous provision that terminated assistance on July 1, 2016 after 12 months.
