Repeals Title 41, Chapter 26 of Arizona Revised Statutes, which eliminates the Department of Juvenile Corrections.

Transfers all authority, powers, duties, responsibilities, equipment, records, and property of the Department of Juvenile Corrections to the counties effective June 30, 2019.

Allocates remaining unexpended appropriated monies with 60% divided equally among all 15 counties and 40% allocated based on population.

Requires legislature to annually appropriate a minimum of $39,876,700 (adjusted yearly for inflation) to counties using the same 60/40 equal-share and population-based formula.

Allows counties to enter intergovernmental agreements to share resources and facilities, with unspent appropriations available only for programs with documented results in reducing juvenile violations, recidivism, drug use, and school dropout rates.
