Establishes a joint study committee on elementary mathematics retention policies with 18 total members representing the legislature, state board of education, teachers, school administrators, school boards, business, higher education, and the public.

Committee members are appointed by the president of the senate, speaker of the house of representatives, and governor, with senate and house each selecting one cochairperson.

Committee shall study and develop policies to retain pupils in elementary school who are not proficient in mathematics.

Committee must submit a report with findings and recommendations to the governor, president of the senate, speaker of the house of representatives, and secretary of state by December 1, 2018.

Committee is repealed effective December 31, 2018.
