Establishes a groundwater resource management and land credit task force consisting of four legislators (two from House, two from Senate), representatives from counties and agricultural/development interests, and designees from the Department of Water Resources and Arizona Commerce Authority.

Task force shall develop a framework and criteria for a property development credit program that encourages donation and acquisition of conservation areas to support groundwater and ecological resources in exchange for development credits usable on private land.

Development credit program must address conservation easements, standard credit values per acre, credit assignment formulas, free market credit purchase and sale criteria, and county/municipal credit redemption processes allowing increased density.

Task force has authority to request information from state agencies and political subdivisions, hold hearings, and take testimony to assist in its duties.

Task force must submit findings and recommendations to the governor, House speaker, and Senate president by December 31, 2017, with the task force automatically repealing on September 30, 2018.
