Appropriates $3,500,000 from the state general fund for fiscal year 2017-2018 to the Department of Education for gifted programs.

Allocates $3,000,000 for additional assistance for gifted programs pursuant to Arizona Revised Statutes section 15-779.03.

Allocates $500,000 in grants to school districts and charter schools that apply for funding to conduct assessments identifying gifted pupils.

Exempts the appropriation from Arizona Revised Statutes section 35-190 provisions regarding lapsing of appropriations, allowing unspent funds to carry forward.
