Department of Education shall develop and maintain a handbook for schools providing guidance on dyslexia for pupils, parents, and teachers, subject to State Board of Education approval.

Handbook must include guidelines for identifying dyslexia, educational strategies to improve academic performance of dyslexic pupils, and descriptions of available resources and services.

Amends section 15-701 to add dyslexia as a recognized significant reading impairment that qualifies pupils for exemption from mandatory third-grade retention if recommended in their individualized education program.

Defines "dyslexia" as a neurological condition characterized by difficulties with accurate or fluent word recognition, poor spelling and decoding abilities, and potential secondary consequences affecting reading comprehension and vocabulary growth.
