Mandates agencies calculate what percentage of their total budget consists of federal monies and develop contingency operating plans for potential reductions of 5% or more and 25% or more in federal funding.

Directs the Department of Administration to compile agency reports by November 30 and transmit a summary to Senate and House appropriations committee chairs by December 1 each year.

Requires appropriations committees to review the federal funding summary and may recommend reducing, eliminating, or adjusting future state appropriations based on agencies' federal funding dependency.

Defines "designated state agency" as any state budget unit except judicial and legislative branches, and "federal receipts" as federal financial assistance reported in single audits under 31 U.S.C. § 7501.
