Repeals the existing section 37-483 of Arizona Revised Statutes and establishes a new program for removing vegetative natural products from state trust lands.

Requires the commissioner and state forester to collaborate and establish a program by January 1, 2018 to remove vegetative materials for fire suppression, forest management, and watershed management while developing wood products industries.

Authorizes the commissioner and state forester to coordinate with public and private entities, use parolee recidivism reduction programs, and enter into intergovernmental agreements with counties, cities, towns, and conservation districts to share program implementation costs.

Program automatically terminates on July 1, 2027 pursuant to the state's sunset review process under section 41-3102.
