Expands authority formation options to allow county boards of supervisors, incorporated cities/towns, and entities in different counties to establish intergovernmental public transportation authorities with flexible boundaries.

Designates authorities as tax-levying public improvement subdivisions of the state with powers to request county transportation excise tax elections when boundaries are coterminous with county boundaries.

Creates new section 28-9144 establishing election procedures for county transportation excise tax ballot measures, including requirements for publicity pamphlets, voter arguments, ballot language, and election administration.

Amends section 42-6106 to allow intergovernmental public transportation authorities with county-wide boundaries to levy and collect a transportation excise tax up to 10 percent of transaction privilege tax rates, with revenues deposited in the public transportation authority fund.

Adds provisions allowing universities, community college districts, and Indian nations to become authority members by intergovernmental agreement and participate in board governance.
