Establishes a desalination study committee consisting of 9 members: two House members (different parties), two Senate members (different parties), one member with desalting plant experience, one member with other desalination project experience, and three university faculty members from Arizona State University, University of Arizona, and Northern Arizona University with expertise in hydrology or desalination.

Committee cochairpersons must be from different political parties, with one designated by the House Speaker and one by the Senate President.

Committee shall collect information on desalination history in Arizona, review data from operating desalting plants, and study opportunities for future desalination projects in the state.

Committee may request information from state agencies, hold hearings, conduct fact-finding tours, and receive staff support and services from the legislature and state agencies without cost.

Committee must submit findings and recommendations report by December 31, 2017 to the Governor, Speaker, and Senate President, with the section repealing on September 30, 2018.
