Amends Arizona Revised Statutes Section 11-820 to expand protections for home-based businesses that hold valid licenses.

Prohibits counties from restricting home-based business owners from making residential property improvements, displaying temporary commercial signs (up to 24" x 24"), or selling goods.

Allows home-based businesses to generate traffic, parking, and delivery activity that does not cause on-street parking congestion or substantial traffic increases in residential areas.

Permits home-based businesses to have multiple clients on the property simultaneously and employ residents of the dwelling, immediate family members, or up to one or two non-resident individuals.

Defines "immediate family member" to include spouses, children, siblings, parents, grandparents, grandchildren, stepparents, stepchildren, and stepsiblings related by adoption or blood.
