Amends Arizona law to define "small sign" as a nonelectrical sign not in apartment communities or mobile home parks, displayed for no more than six months, using temporary wooden/composite/metal supports, with maximum area of 16 square feet in residential zones or 32 square feet elsewhere.

Excludes small sign installation using supports not reaching more than eight inches below grade from the definition of "excavation" under underground facilities law.

Makes persons installing small signs responsible for excavation operations and designates them as excavators under section 40-360.24, requiring them to notify one-call centers and protect underground facilities.

Creates liability for small sign installers who fail to protect underground facilities or install signs in a careful and prudent manner, requiring them to pay the full cost of repairs to any damaged underground facilities.

Establishes that notification, location, marking, and enforcement rules for underground facilities are preempted as matters of statewide concern.
