HB 2241 Summary

• Amends sections 8-416 and 13-4437 of Arizona Revised Statutes to clarify victims' rights procedures in criminal cases and juvenile proceedings.

• Requires that victim counsel be endorsed on all pleadings and included in bench conferences, chambers meetings, and trial court sessions that directly involve victims' enumerated rights under Arizona Constitution Article II, Section 2.1.

• Grants victims the explicit right to present evidence, information, and arguments to the court personally or through counsel at any restitution determination proceeding under section 13-804.

• Maintains victims' existing rights to seek orders, bring special actions, appeal to enforce victim rights, and recover damages from governmental entities for intentional, knowing, or grossly negligent violations of those rights.
