Amends Arizona Revised Statutes to require strict construction and strict compliance with constitutional and statutory requirements for statewide initiative measures.

Directs the Secretary of State to provide a sample initiative petition that strictly complies with requirements; committees using this sample petition are presumed to have strictly complied with petition requirements.

Requires the Secretary of State to prepare and publish an initiative, referendum, and recall handbook each election cycle to provide guidance on interpreting and administering these laws, made available on the Secretary of State's website.

Establishes legislative findings that the initiative process functions as an extraordinary power requiring strict compliance standards, similar to standards applied to referendum petitions, to safeguard the integrity of the process.
