Amends Arizona Revised Statutes section 3-1207 to prohibit the state director from submitting animal identification data, premises registration data, producer information, or animal tracking data to the federal government unless required by state law or authorized by voluntary participants in the national animal identification system.

Clarifies that premises registration data, animal identification data, and animal tracking data collected from voluntary participants in the national animal identification system are not subject to disclosure under Arizona's public records law (title 39).

Appropriates $217,976 and 4 FTE positions to the Arizona Department of Agriculture for the state veterinarian in fiscal year 2017-2018.

Appropriates $150,000 and 3 FTE positions to the Arizona Department of Agriculture for the plant services division in fiscal year 2017-2018.

Makes the appropriations exempt from lapsing of appropriations provisions under Arizona Revised Statutes section 35-190.
