Requires the director of the state museum to provide notice of intent to increase fees on the museum's website before January 1, including justification, affected parties, and cost analysis.

Mandates a multi-step public comment process with at least 30 days for initial comments and at least 20 days for revised draft comments before fee increase proposals are submitted to the Board of Regents.

Requires posting of draft proposals on the museum website, notification of interested parties by mail/fax/email, and publication of final drafts with expected Board consideration dates.
