• Establishes a fourteen dollar surcharge on all fines, penalties, and forfeitures for criminal offenses, civil traffic violations, motor vehicle violations, and game and fish violations to fund crime laboratory operations.

• Adds a fourteen dollar surcharge in addition to the existing thirteen percent surcharge on court fines and penalties, with the new surcharge deposited to the crime laboratory operations fund.

• Removes a forty-five dollar surcharge previously imposed on individuals attending defensive driving school and consolidates the court diversion fee structure.

• Directs county and municipal treasurers to transmit the fourteen dollar surcharges to the state treasurer by the fifteenth day of each month for deposit in the crime laboratory operations fund established under section 41-1772.

• Allows judges to waive all or part of the new surcharges when payment would work a hardship on convicted or adjudicated persons or their immediate families, following existing waiver procedures for court surcharges.
