Amends Arizona Revised Statutes Section 9-462.04 regarding public hearing requirements for municipal zoning ordinances and rezoning decisions.

Clarifies that protests against proposed zoning amendments must be signed by property owners, filed with the municipal clerk no later than 12:00 noon one business day before the governing body votes, or at an earlier time established by the municipality.

Requires a three-fourths vote of the governing body to approve a zoning change if owners of 20 percent or more of affected properties file a written protest, unless governing body members cannot vote due to conflicts of interest.

Makes grammatical and clarifying language changes throughout the statute, including correcting "which" to "that" and "per cent" to "percent" for consistency.

Effective upon approval by the Governor on March 29, 2017.
