Changes the chapter heading of Title 32, Chapter 43 from "License, Certificate or Registration Renewals for Military Members" to "Licensure, Certification and Registration of Military Members"

Requires that education, training, or experience requirements for occupational licenses, certificates, or registrations may be satisfied through substantially equivalent military service with the United States armed forces or any national guard or reserve component

Directs regulating entities to work with the Department of Veterans' Services to access and verify applicants' military education, training, and experience

Exempts all regulating entities under Title 32 from standard rulemaking requirements under Title 41, Chapter 6 for one year following the effective date of the act
