Amends Arizona Revised Statutes section 16-901 to define "expenditure" to include payments or things of value made for the purpose of preventing the collection of signatures or distribution of petitions for a ballot measure or candidate's nomination.

Amends Arizona Revised Statutes section 16-926 to require separate line item reporting of expenditures made to prevent signature collection or petition distribution for candidates' nominations and ballot measures.

Requires entities making expenditures totaling $1,000 or more to prevent signature collection or petition distribution to file an expenditure report with the filing officer within 24 hours of each expenditure.

Expenditure reports must identify the candidate or ballot measure affected, office sought, expenditure amount, and date the expenditure was made.

Entities making additional expenditures that cumulatively total $1,000 or more must file supplemental reports within 24 hours of each subsequent expenditure.
