Establishes the Election Law and Administration Review Commission consisting of five members (no more than two from the same political party), all of whom must be retired justices or judges.

Commission members are appointed in order by the House Speaker, House Minority Leader, Senate President, and Senate Minority Leader, with a fifth member selected by majority vote who cannot be registered with any party already represented and serves as chairperson.

Commission shall meet at least annually to review proposed and recently enacted election law changes and procedures for compliance with the Voting Rights Act of 1965 and other voter rights protections.

Commission must submit findings and recommendations to the President of the Senate and Speaker of the House by December 15 each year, with copies provided to the Secretary of State.

Commission terminates on July 1, 2025, pursuant to the automatic sunset provision in Arizona Revised Statutes section 41-3103.
