Amends Arizona law governing anti-racketeering revolving funds established by the state attorney general and county attorneys to receive forfeiture proceeds and recovered prosecution costs.

Expands permitted uses of fund monies to include gang prevention programs, substance abuse prevention and education programs, victim assistance programs, and witness protection, in addition to investigation and prosecution of racketeering offenses.

Prohibits use of fund monies for gifts to individuals or groups and for any political or promotional purpose.

Requires quarterly reporting to the Arizona Criminal Justice Commission by the attorney general, county attorneys, and political subdivisions receiving fund monies, with penalties for late filing including suspension of expenditures.

Mandates annual audits by certified public accountants of the fund and all entities receiving monies, with results filed to the auditor general within 150 days after fiscal year end.
