Amends the legislative governmental mall commission structure to consist of 3 senate members, 3 house members, 2 governor-appointed members, 2 public members, and representatives from state and local agencies, with the senate and house each designating a chairperson on alternating legislative sessions.

Changes the commission's authority from approving/disapproving development requests to making recommendations to state and local agencies regarding new structures, sites, or construction contracts within the governmental mall on public property.

Removes the provision that the commission ends on July 1, 2025, making it a permanent body, and modifies the composition to eliminate dual appointments of the president of the senate and speaker of the house as advisory members.

Authorizes the Department of Administration to place an Assyrian genocide commemoration monument in the governmental mall, with all funding and construction costs the responsibility of proponents, not the state; this authorization repeals September 30, 2020.

Exempts any development or projects approved before the effective date of the act from the new requirements.
