Amends Arizona Revised Statutes Section 11-254.01 regarding county purchasing procedures for competitive bids on supplies, materials, equipment, and contractual services.

Adds new subsection C allowing counties with populations under 500,000 persons to award contracts to responsible bidders whose bids are within 5 percent of the lowest bid if the purchase is $50,000 or more, subject to board approval.

Maintains existing requirements that purchases over $10,000 (or applicable aggregate amounts) be based on sealed competitive bids with public notice and board approval.

Renumbers subsequent subsections (professional services and building construction/repairs) from D-F to accommodate the new provision.

Clarifies that county building erections, repairs, and alterations remain subject to Title 34, Chapter 2 rather than these purchasing procedures.
