Amends Arizona Revised Statutes Section 13-3107 to change the mental state requirement for unlawful firearm discharge within municipality limits from "criminal negligence" to "intentionally, knowingly or recklessly"

Discharging a firearm within or into any municipality under the new mental state standards constitutes a class 6 felony

Maintains existing exceptions to prosecution including discharge on properly supervised ranges, lawful wildlife hunting during open seasons, nuisance wildlife control, and self-defense against animal attacks

Preserves local authority for cities, towns and counties to restrict firearm discharge within one-fourth mile of occupied structures without owner consent

Retains requirement that section 13-604 applies to the offense unless a dangerous offense is alleged and proven per section 13-704, subsection L
