Amends Arizona Revised Statutes section 25-403 regarding legal decision-making and parenting time determinations.

Establishes a rebuttable presumption that joint legal decision-making and equal parenting time are in the best interests of the child, except where sections 25-403.03, 25-403.04, or 25-403.05 apply.

Requires courts to consider all relevant factors affecting a child's physical and emotional well-being, including parent-child relationships, child's wishes if age-appropriate, health of all parties, and history of domestic violence or child abuse.

Requires courts in contested cases to make specific findings on the record explaining how their decision serves the child's best interests and addressing all relevant factors.
