Appropriates $6,000,000 from the state general fund in fiscal year 2017-2018 to the national guard fund for establishment and construction of a readiness center.

Prohibits spending the appropriation unless the department of emergency and military affairs receives an irrevocable commitment from the United States government to fund the remaining costs of the readiness center.

Requires the adjutant general to submit the scope, purpose, and estimated cost of the readiness center to the joint committee on capital review for review before spending the appropriation.

Makes the appropriation exempt from lapsing provisions under Arizona Revised Statutes section 35-190.
