Creates new statute 13-3730 making it unlawful to select victims of specified crimes because of their actual or perceived employment as peace officers, firefighters, or emergency medical services personnel.

Applies to 21 categories of offenses including murder, assault, aggravated assault, sexual assault, robbery, theft, arson, burglary, criminal damage, and kidnapping.

Violations constitute a class 4 felony if the underlying offense is a felony, or a class 1 misdemeanor if the underlying offense is a misdemeanor.

Requires sentences for violations to be imposed consecutively to any other sentences imposed on the person.
