Transfers all regulatory functions of the State Bar relating to attorney practice to the Arizona Supreme Court, effective on the bill's enactment date.

Authorizes the Supreme Court to collect mandatory assessments from attorneys as a condition of practicing law in Arizona to fund regulatory functions.

Restricts use of mandatory assessment monies to seven specific regulatory functions: attorney admission, record maintenance, ethical enforcement, continuing legal education, trust account oversight, preventing unauthorized practice, and maintaining client protection funds and legal specialization boards.

Requires the Supreme Court to incorporate mandatory assessment revenues into its budget.

Prohibits requiring attorneys to be members of any organization in order to become or remain licensed to practice law in Arizona.
