Requires Arizona's presidential electors to cast their electoral college votes for the candidates who received the highest number of votes in Arizona as determined by the statewide canvass.

Declares that a presidential elector who knowingly refuses to vote as prescribed is no longer eligible to hold office and that office becomes vacant by operation of law.

Authorizes the state committee chairperson of the elector's political party to appoint a replacement elector who will cast the required vote.

Allows the replacement elector's nomination paper and affidavit of qualification to be completed and filed with the secretary of state as soon as practicable after appointment, notwithstanding other statutory requirements.
