Requires the secretary of state and motor vehicle division to notify voters that unless all registered voters at a household request e-mail delivery, the household will receive the pamphlet by regular mail.

Provides that if an e-mail address is undeliverable, the secretary of state shall deliver the publicity pamphlet to the voter by regular mail instead.

Protects voter privacy by prohibiting the release of e-mail addresses provided for pamphlet delivery for any other purpose.
