Establishes a joint study committee on teacher shortages composed of 15 members including legislators, school officials, business representatives, and educators.

Committee membership includes the chairpersons of both Senate and House education committees serving as cochairpersons, plus two additional senators and two additional representatives from different political parties.

Committee is tasked with studying the causes and impacts of teacher shortages in Arizona and developing strategies to reduce and eliminate the shortage.

Requires the committee to submit a report with findings and recommendations to the governor, president of the senate, and speaker of the house by December 15, 2017.

Committee is repealed effective December 31, 2017.
