Establishes a new "third-party logistics provider" permit requirement for entities providing warehousing or logistics services for prescription or over-the-counter dangerous drugs and devices in Arizona.

Third-party logistics providers must maintain adequate warehouse space, security, written policies for product receipt/storage/distribution/recalls, and a designated representative without felony convictions related to drug distribution.

Designated representatives of third-party logistics providers must obtain a valid fingerprint clearance card and comply with background check requirements under Title 41.

Adds third-party logistics providers to the Arizona State Board of Pharmacy's regulatory jurisdiction, inspection authority, and biennial registration requirements.

Modifies definitions in pharmacy law to clarify that third-party logistics providers do not take ownership or title to drugs, distinguishing them from wholesale distributors.
