Establishes a medical marijuana study committee consisting of 11 members: 3 House representatives, 3 Senate members, 3 nonprofit marijuana industry trade association members appointed by the governor (with geographic distribution requirements), the Director of Health Services, and the Attorney General.

Committee members are appointed with bipartisan considerations (not more than two from the same political party for legislative members) and are not eligible to receive compensation or reimbursement of expenses.

Committee shall discuss the purpose and benefits of medical marijuana and make recommendations for legislation that furthers the Arizona Medical Marijuana Act (A.R.S. Title 36, Chapter 28.1).

Committee must submit an annual report of findings and recommendations on or before December 15, 2017 and each year thereafter to the governor, president of the senate, speaker of the house, and secretary of state.

Committee is automatically repealed on December 31, 2020.
