Prohibits school district and charter school employees and agents from using school resources (including money, facilities, vehicles, equipment, personnel, and technology) for any religious purpose.

Prevents school employees acting in official capacity from distributing written religious materials to students.

Requires the Arizona Attorney General to publish and distribute detailed guidelines to school districts and charter schools regarding prohibited activities under this section.

Authorizes the Attorney General or county attorney to file lawsuits in superior court to enforce compliance with this section.

Defines "religious purpose" as any action promoting a particular religion or religious view, including creation and distribution of religious flyers, notices, or materials.
