Requires advertisements and fund-raising solicitations for state statutory ballot measures to include a notice that the measure cannot be changed in the future if approved except by a three-fourths vote of the legislature (unless the change furthers the original measure's purpose) or by referendum.

Amends the publicity pamphlet requirements to include the Proposition 105 notice immediately below the legislative council analysis for any statutory measure.

Requires the notice about Proposition 105 restrictions to appear on official ballots immediately before the first proposed state statutory initiative measure and immediately before the first state statutory measure submitted under referendum.

Makes technical corrections to ballot form language regarding descriptive titles and the presentation of "yes" and "no" vote effects.

Applies the Proposition 105 notice requirement consistently across advertisements, publicity pamphlets, and official ballots for state statutory ballot measures.
