Adds section 23-1604 to Arizona law clarifying employment relationships for franchisors, franchisees, mark owners, and licensees.

A franchisor is not deemed an employer or co-employer of a franchisee or franchisee's employees unless the franchisor agrees in writing to assume that role.

The owner of a mark is not deemed an employer or co-employer of a licensee or licensee's employees unless the mark owner agrees in writing to assume that role.

Defines key terms including "franchisee" and "franchisor" by reference to 16 Code of Federal Regulations section 436.1, "licensee" as a third party independently conducting business using a licensed mark, and "mark" by reference to Arizona section 44-1441.

Became effective upon Governor approval on March 21, 2017.
