Raises the minimum age for purchasing tobacco products from 18 to 21 years old throughout Arizona Revised Statutes sections 13-3622, 36-798, 36-798.01, 36-798.02, and 36-798.05.

Expands the definition of "tobacco products" to include electronic smoking devices, components, accessories, instruments and paraphernalia used for consumption (including hookahs, waterpipes, rolling papers, and liquids for e-cigarettes), shisha, snuff, and snus.

Requires retail tobacco vendors to post signs at least 80 square inches with block letters stating that persons under 21 years of age cannot purchase tobacco products.

Maintains vending machine tobacco sales restrictions to bars and employee lounges not accessible to the public, with updated signage requirements referencing the new 21-year-old age limit.

Establishes signage requirement violations as a petty offense and allows counties, cities and towns to adopt stricter signage requirements or different wording than state law requires.
