Establishes a dual language education program study committee consisting of 11 members appointed by the Speaker of the House, President of the Senate, and the Superintendent of Public Instruction, including legislators, educators, university researchers, and linguistics experts.

Committee must study and analyze research-based data on the impacts and effectiveness of dual language education programs for English language learners and fluent English students, including effects on student achievement, biliteracy, and cross-cultural attitudes.

Committee shall research dual language program growth in the United States over the past decade, costs compared to other English learner programs, and school districts' and charter schools' capacity to teach content in languages other than English.

Committee may request information and data from state agencies and school districts, hold public hearings, and access state resources and facilities without cost; all meetings must be open to the public.

Committee must submit findings and recommendations report by December 31, 2017 to the Governor, Speaker of the House, President of the Senate, and Secretary of State; the committee is repealed June 30, 2018.
