Establishes the state board for community colleges study committee consisting of 9 members, including two House representatives, two senators, two community college governing board members, one provisional community college district member, one Arizona Board of Regents member, and one representative from a statewide community college organization.

Members are appointed by legislative leaders and the governor based on their positions and are not compensated but may receive expense reimbursement.

Committee must examine the impact of establishing a state board for community colleges on coordination between community colleges and universities, operational improvements and educational standards, and accreditation efforts.

Requires the committee to submit findings and recommendations to the governor, president of the senate, speaker of the House, and secretary of state by December 1, 2017.

The study committee expires and is repealed on December 31, 2017.
